Dr Pete Halestrap

Dr Pete Halestrap is the Acting Executive Director effective April 11, 2022 as the Board recruits a permanent officebearer in partnership with a leading professional firm.

He is a Family Medicine Consultant who has recently received the 5 Star Doctor Award from the Kenya Association of Family Physicians (KAFP) 2022.

Born and trained in UK, he is a graduate of Oxford University with degrees in Clinical Medicine and Physiology qualifying as a doctor in 2005. He underwent further specialty training in Family Medicine in the Southwest of England and is a member of the Royal College of General Practitioners. He also has diplomas in obstetrics and gynecology and child health.

He has been with AIC Kijabe Hospital for over 10 years where he has been the Head of Outpatient Services and has previously served as the Director of Clinical Services. Dr Pete will double up as Director of Education.

Prof. Francis Ang’awa

Prof. Jackie K. Obey is the Dean, School of Health Sciences and Chairperson of the Institutional Scientific Ethics Review Committee of the University of Eastern Africa, Baraton (UEAB). She holds a doctorate degree in Parasitology and is pursuing a second PhD at the University of Eastern Finland. She is a lecturer in the Department of Medical Laboratory Sciences and also lectures for the masters degree programs in Public Health, Global Health and Biological Sciences. She has supervised and examined several theses in and outside of the University, Prof. Obey has published articles in peer-reviewed journals and won grants both internationally and locally.

Dr Pete Halestrap

Dr.Joseph Masinde holds PhD (Finance) with specialty in financial inclusion, MBA (Finance), Bcom(Accounting),CPA(K) and is also a Member of ICPAK and Associate Member with Kenya Institute of Management.

He serves in several leadership positions; Currently Chair, Department of Management Science, Chuka University, Chair, Chuka University, Institutional Scientific Ethics Review committee (CU-ISERC), Senior Lecturer, Chuka University ,External Examiner, University of Eldoret, Department of Business Management, Member of School Management Boards. Dr.Masinde has also served as Member, Chuka University, Institutional Scientific Ethics Review committee (CU-ISERC), Member of the Directorate of Research, extension and Publications, Chuka University, Lecturer – Chuka University, Finance and Administration Manager, Egerton University Investment Company, Accountant, Kabarak University and Manager, Egerton University Sacco Society Ltd.

Dr. Masinde is involved in Research and has widely published in refereed Journals besides being A reviewer. He has Attended and participated in several International Conferences, workshops alongside being involved in the supervision of Postgraduate students.

Prof. Francis Ang’awa

Dr. William Okedi is a self-motivated PhD-level leader and specialist in health development and operations research with international experience and well-developed people, organizational strategy and financial management skills. Accomplished in the following areas:- planning, design, coordination and management of projects; networking, partnership and human capacity development; Disease control; operations research and baseline studies; expert knowledge of health systems; Primary health care; excellent skills in the administration of partnerships including donor reporting, budget feedback, report and project evaluation in accordance with donor and grant agreements and key performance indicators.

William also worked as District Health Officer in various districts including Kisumu, Siaya, Turkana and West Pokot districts while in Ministry of Health.

Dr. Peter G. Kirira

Dr. Peter G. Kirira is the chairman of Mount Kenya University Institutional Scientific Ethics Review Committee, a position he has held since December 2020. He is a Senior Lecturer at the School of Pure & Applied Sciences. He also serves as the Principal, College of Graduate Studies and Research at Mount Kenya University. Dr. Kirira is a Synthetic & Natural Products Chemist and holds a PhD in Pharmaceutical Sciences from Nagasaki University, Japan. His research interest is in drug research with a focus on malaria and cancer. He has received extensive training in research ethics as well as a bio-risk manager. Dr. Kirira has published over 30 peer reviewed publications, holds three patents, and has won over 10 individual and consortium grants. He has featured in the 2022 AD Scientific Index of the Kenya top scientist. In the course of his career, Dr. Kirira has successively supervised several postgraduate students. He is a reviewer of journals as well as with notable academic and government institutions in Kenya. Dr. Kirira honed his research skills at Nagasaki & Kyoto University, Japan where he did his PhD & Postdoc respectively. He previously worked at Kenya Medical Research Institute (KEMRI) as a Senior Research Scientist for ten (10) years.

Prof.  Dan  C.O. Kaseje

Prof.  Dan  C.O. Kaseje is a full professor of Public Health at the Great Lakes University of Kisumu. He obtained his PhD in Tropical Medicine from the Liverpool School of Tropical Medicine. Prior to this he received his MPH in Tropical Public Health from Harvard School of Public Health and a Medical Degree from University of Nairobi. He started his academic career as a Lecturer in Community Health at University of Nairobi Medical school during which he got involved in the promotion of community based health care in many parts of the world for over 40 years. He has been engaged in various research areas such as tropical diseases and reproductive health research and more recently health systems strengthening activities, including research, at national and international levels. He was engaged in improving the performance of District Health Systems in Kenya, where he spearheaded the development of the community health strategy for Kenya which was tested in six pilot Districts in Nyanza before it was scaled up in the whole country in Kenya as a policy. He has authored/co-authored close to 100 refereed journal articles and book chapters. He currently serves as the Chair of the Great Lakes University Scientific and Ethics Review Commitee.

Dr. Juliana Namada

Dr. Juliana Namada is an Assistant Professor of Strategic Management at United States International University- Africa, School of Business. She holds a PhD in Business Administration specializing in Strategic Management from the University of Nairobi, School of Business. She teaches and supervises students in Business Administration at undergraduate, Masters and Doctoral levels. Her research interests are in strategic management with a bias in strategic planning. She serves as a reviewer for the Academy of Management, Africa Academy of Management, American Journal of Industrial and Business Management. She was the Global Representative for Africa 2016-2019 in Academy of Management. She is an expert in Strategic Planning and Program Assessment in universities.

In terms of consultancy and training Dr. Namada has trained for Central bank- Kenya School of Monetary Studies (KSMS) on several programmes among them; Strategic Leadership and Management Programme for Senior Managers, Business Continuity Management and Disaster Recovery and Advanced Records and Archives Management. Other trainings include World bank/ ICT Board in the national youth Entrepreneurship training programme, Kenya Library and Information Services Consortium (KLISC) in Strategic Management, Leadership, Succession Planning and Development of Governance Capacity, Build Africa Kenya (BAK) in Business Selection, Planning, Management and Value Chain Analysis and KENYA Revenue Authority on continuous improvement of services in service delivery among clerical staff.

Dr. Juliana has won several awards including Thesis Writing Grant by Council for the Development of Social Science Research in Africa (CODESRIA) for her PhD thesis writing in 2012, Junior Faculty Fellowship award by Africa Journal of management (AJOM) being the inaugural scholar in the fellowship in 2018. She is an expert Capstone Business Simulation and in X- culture global teaching approach where she was awarded the best instructor in X-culture business simulation in Africa. She is the Principal Investigator (PI) in an internal grant awarded by USIU-A to investigate the effect of drugs among university students. She is currently implementing two e-learning research projects funded by the Mastercard Foundation. In terms of service to the profession she is a Trained Peer Reviewer by the Commission of University Education (CUE) and serves as an External Examiner for Makerere University Business School (MUBS).

Dr. Francis Gakuya

Dr. Francis Gakuya a veterinary surgeon and research scientist holds a Bachelor of Veterinary Medicine (BVM), Master’s of Science (MSc) and Doctor of Philosophy (PhD) in Veterinary Epidemiology from the University of Nairobi. He has attended many professional and management courses locally and internationally. He is formerly the Head of Veterinary Services at Kenya Wildlife Service (KWS) and currently a Principal Research Scientist and Head of Veterinary Science and Laboratories department at Wildlife Research and Training Institute (WRTI). He has worked as a wildlife veterinarian and research scientist for the last 22 years. His duties at KWS and WRTI have included undertaking, overseeing and supervising various animal health and welfare activities which includes clinical interventions for sick and injured animals, capture and translocations, disease investigations, surveillance and monitoring, wildlife veterinary research, diagnostic laboratory services, forensic and genetics laboratory services, captive wildlife management, wildlife rescues among others.. He has been a member of Institute of Primate Research-Scientific and Ethics Committee (IPR-ISERC) since the year 2010 and the Chairman of the committee from the year 2019. He was a Director at Kenya Veterinary Board (KVB) from 2012 to 2021 representing the wildlife sector. He is the World Organisation for Animal Health (WOAH) wildlife focal point for Kenya and a member of the International Union for Conservation of Nature– Wildlife Health Specialist Group ((IUCN-WHSG). He is an accomplished scientist having published seventy (70) scientific papers in peer-reviewed journals, two (2) book chapters and many papers in conference proceedings and non-peer reviewed magazines and bulletins mostly on zoonotic diseases, One Health, disease ecology, animal diseases at wildlife-livestock interface, wildlife health, wildlife forensics and general wildlife conservation. He has supervised several students at Masters and PhD levels and acted as external examiner for undergraduate and post-graduate students. He has been a PI and Co-PI for several research projects mostly multi-institutional research collaborations. Due to his exemplary service in wildlife conservation he was awarded a National Honour, Order of Golden Warrior (OGW) by the President of the Republic of Kenya in 2008.

Ambrose Otieno Rachier

Ambrose Otieno Rachier is the chairperson of the Kenya Medical Research Institute (KEMRI) Scientific and Ethics Review Unit, which is the KEMRI Institutional Scientific and Ethics Review Committee (ISERC). He joined KEMRI ISERC in 1979 as a lay person and later rose to become its chairperson. He has served the ISERC for 42 years now.

He is an advocate of the High Court of Kenya of 46 years’ standing and a senior partner at Rachier & Amollo Advocates. He holds a Bachelor of Laws Degree from the University of Dar-es-salaam, a Diploma in French Pedagogy from the University of Madagascar, a Master of Laws Degree from the University of Nairobi, a Master of Arts Degree in Translation (English/French/English) from the University of Nairobi and a Master of Arts Degree in Bioethics from Trinity International University, Illinois U.S.A.

He taught Land Law and Conveyancing Practice at the Kenya School of Law between 1986 and 2006 and at Strathmore University Law School for six years. He is currently an adjunct lecturer in Health Law at the Strathmore University Business School.

He serves as the vice-chairperson of the Strathmore University Institutional Scientific and Ethics Review Committee and as a member of the Aga Khan University Institutional Scientific and Ethics Review Committee. Between 1992 and 1997, he served in the Task Force that developed the HIV and AIDS policy that was adopted by Parliament as Sessional Paper Number 3 of 1997. As a lawyer he drafted the HIV and AIDS Control and Prevention Act 2006 and the 2012 Kenyan Land Laws. He was the Chairperson of the Task force on HIV and AIDS law and the first chairperson of the HIV and AIDS Tribunal.

A member of the Bioethics Society of Kenya, he has conducted a number of capacity-building workshops in research with human participants, published a number of papers on the subject and contributed chapters in published books on medical law.

Dr. Victor Tunje Jeza

I am Dr. Victor Tunje Jeza. I have a PhD from Hauzhong University of Science and Technology at Tongji Medical College. I live in Mombasa and work as a lecturer at the Technical University of Mombasa in the Department of Medical Sciences where I have worked for the last 12 years. I am an immunologist by profession. Consequently, my teaching and research career revolves around Immunology and related areas such as Parasitology, Bacteriology, and Virology. My research aim is to ultimately develop therapeutic and/or prophylactic strategies against mostly infectious diseases such as schistosomiasis, soil transmitted helminths, and rift valley fever and other non-infectious diseases like cancer.

Additionally, I am the current Chairman to the Technical University of Mombasa Scientific and Ethical Review Committee. I also do reviews on proposal

Agnes Lucy Lando, PhD,

Agnes Lucy Lando, PhD, is a religious missionary and full Professor of Communication and Media Studies; and the incumbent Director of Research and Graduate Studies at Daystar University, Nairobi. Sr. Prof. Lando also Chairs the Daystar University Ethics Review Board. Prof. Lando holds a PhD in Social Communication from La Pontificia Università Gregoriana, Roma, Italia; MA in Human and Intercultural Communication and BA in Audiovisual Productions, from Daystar University. In 2016, Sr. Prof. Lando became the first African elected Board-Member-at-Large of the coveted International Communication Association (ICA). In May 2022 (Paris, France) ICA awarded Sr. Prof. Lando in recognition of her immense service to the development of ICA in Africa and service to the field of communication as Mentor and Evangelist for Cross-cultural Dialogue. Earlier in April 2022, the Daystar University Students Association (DUSA) awarded Sr. Prof. Lando for her outstanding global academic contribution. In June 2018, Sr. Prof. Lando received the Academic Award from the Daystar University Alumni Association (DUAA); this award recognizes Daystar alumni who have excelled in the field of academia through consistent teaching and learning. She is also the recipient of 2013 George Gerbner Excellence Award (Budapest, Hungary). Prof. Lando has served as external examiner for Makerere University, St. Augustine University of Tanzania, Nelson Mandela University (South Africa) and Howard University (USA). She has assessed senior lecturers for Associate Professor promotion consideration for Pan Africa Christian University (Nairobi), the University of Ghana (Accra, Ghana) and the University of Rwanda (Rwanda). In 2021, she founded and copyrighted (for Daystar University) Interuniversity Graduate Students’ Forum (Igsf) that seeks to address academic issues affecting graduate students and Early Career Researchers. Sr. Prof. Lando is the brain behind Thesis Management System (TMS) that has eased the flow of Thesis supervision in Daystar. Prof. Lando is a member of various national, regional and international communication academic bodies, and has presented peer-reviewed papers both locally and internationally. Lando has published: 5 books, over 10 refereed journal articles and about 15 edited book chapters. Her research interests are in Research Process and Ethics, Communication and Media Ethics, Communication and Media Theory, Crisis Communication, Media Practice and Management, Human communication, New Media, as well as interdisciplinary research on topical social issues. Sr. Prof. A. L. Lando is an enthusiastic mentor who enjoys the role of helping others grow to achieve their goals, by guiding them to keep moving forward despite challenges they (mentees) may encounter.

Dr Indeche

Dr Indeche is a practicing paediatrician at the UPPERHILL medical centre. He is a member of the Kenya Paediatric Association and also the Kenya Medical association. He served as a board member of the Kenya Paediatric Association. He has been a long-term member of the Medical Advisory committee at the Gertrude’s Children’s Hospital. He is currently the Chair of the institutional Review Board at Gertrude’s Hospital. He is the Chair of the Credentialling Committee at the Hospital. Between 2002 and 2017, he was in charge of the Central Bank of  Kenya Medical Clinics where he did a lot of medical review articles for the staff and families.

Dr. Miriam Wanjala

Dr. Miriam Wanjala started working at Tenwek Hospital in the year 2007. She has been a member of the Tenwek ISERC for the last six years, and also serves as the Internship Coordinator. She holds a bachelors of medicine and bachelors of surgery degree from the University of Nairobi. She also has a certificate in epidemiology and biostatistics from Kabarak University, and has received training in research ethics through NACOSTI, the NIH and the CITI program. She is currently pursuing a Masters in Public Health degree from Indiana Wesleyan University, USA

Jackson John Kitetu

Jackson John Kitetu, is a professor at Kabarak university in the School of Science, Engineering and Technology (SSET). Prof. kitetu has a background in biological and physical sciences and has specialised in environmental science for which he is a professor since 2009. Prof. Kitetu has an experience of 30 years in university teaching and research both locally and abroad. before joining university teaching he taught in high school for 13 years, and rose through the ranks to senior principal teacher and deputy principal of school. Prof. Kitetu has served in the position of dean of school/ faculty at Kabarak university. Prof. Kitetu is a renowned researcher who has published widely in refereed journals as well as published university teaching level books and book chapters. as an academician, Prof. Kitetu has supervised many postgraduate students both at masters and doctoral levels (18 Ph.D. and 18 MSc.), most of whom have completed and graduated successfully. in addition to his academic profile, prof. kitetu is a member of various professional bodies such as Environment Institute of Kenya (eik), National Environmental Management Authority (NEMA) Kenya, where he is registered as a lead EIA expert consultant. currently, Prof. Kitetu serves as the chairperson of the Kabarak university research ethics committee. for, this role, Prof. Kitetu has previously been trained in bioethics and attended several other related training that enables him to discharge his duties as the chairperson of the committee.

Dr. Christopher Opio

Dr. Christopher Opio is the Chair of the Aga Khan University Institutional Scientific and Ethics Review Committee. He is an experienced bio-ethics specialist having served in various capacities internationally, including as the secretary of the Mulago Hospital Ethics Committee and a member of the Makerere University Ethics Committee. Further, Dr. Opio has published over 40 research articles in various journals, peer reviewed articles for various journals and is involved in active supervision of Master of Medicine students.

Dr. Opio also works at the Aga Khan University hospital as a consultant gastroenterologist and is passionate about management of digestive, infectious, and metabolic diseases/disorders. He pays particular interest to diseases such as Viral hepatitis A, B, C, D, viral infections, Schistosomiasis and its complications, Liver Cirrhosis and its complications, Alcoholic liver disease, Drug induced liver injury, Upper gastrointestinal Bleeding, Peptic ulcer diseases, Helicobacter pylori infection, and Gastroesophageal reflux disease, Esophageal Cancer and Liver Cancer, Metabolic and Nutritional disorders ( NAFLD/diabetes, Vitamin B12 deficiency), Acute pancreatitis and HIV and liver disease

Elise Schieck

Elise Schieck is a scientist in the Animal and Human Health program at the International Livestock Research Institute (ILRI, Kenya), where she focuses on vaccine improvements for contagious bovine pleuropneumonia (CBPP) and contagious caprine pleuropneumonia (CCPP). She has been involved in using synthetic genomic tools to delineate the role of the mycoplasma polysaccharide capsule, a potential vaccine candidate for Mycoplasma mycoides, and is working on challenge models and in vivo vaccine efficacy studies for both CCPP and CBPP. Elise has a PhD in molecular biology from the University of Heidelberg and before joining ILRI studied antigenic variation in malaria. Elise has been a member of the ILRI Institutional Research Ethics Committee (IREC) since 2016 and is the chair since January 2022.

Biography

Judith is a Professor and a Certified Nutrition Specialist in the Department of Food, Nutrition and Dietetics at Kenyatta University. Her main goal is to bring about transformational change in livelihoods through translating nutritional science into sustainable action. Her research has centered on use of locally available resources and support systems to enhance food and nutrition security of individuals and communities to mitigate hunger, malnutrition and poverty. Worked as a consultant for various international and UN agencies on development programs for informing policy for Kenya , Regional and Internationally, and has made a significant contribution to formulation of country policies, strategic plans and guidelines. She is currently the Director of Center for Research ethics and chairperson Institutional Science Research Ethics Committee and a champion for NACOSTI/ STIat Kenyatta University.

Dr. Patrick Mburugu, MBChB, MMed

Dr. Patrick Mburugu, MBChB, MMed is a Senior Lecturer in the Department of Child Health and Paediatrics at Jomo Kenyatta University of Agriculture and Technology. He is also the Chief Medical Officer at the University. He earned his Paediatrics and Child Health specialty from the University of Nairobi (MMed) and a Fellowship in Global Health Leadership (Afya Bora) through a collaboration between University of Nairobi and University of Washington. He is the current Chairman Jomo Kenyatta University of Agriculture and Technology Institutional Scientific and Ethics Review Committee. He has more than 10 years of experience in research and training. His research focus is in Adolescent and Young Adults HIV, Tuberculosis, Maternal, Newborn and Child Health and Pediatric palliative care medicine. He has implemented research projects focusing on treatment outcomes in adolescents infected with HIV and use of mobile phone technology to improve linkage and retention to care in adolescents. He has special interest in responsible conduct of research and was key in developing an innovation ethical review process for undergraduate research in the school of medicine at his University. Currently he is the JKUAT lead in a Fogarty/NIH funded grant; Health Professional Education Initiative-Kenya (HEPI) aimed at strengthening implementation science and dissemination research training capacity for health professional students in medicine, nursing and pharmacy at 4 Kenyan universities.

Dr. Mary Atieno Onyango

Dr. Mary Atieno Onyango is the current chairperson of the Department of Pharmacology, Maseno University since 2014 and the Chairperson of Jaramogi Oginga Odinga Teaching and Referral Hospital Ethics and Scientific Review Committee (JOOTRH ISERC) since May, 2022. She has served in the same committee since 2013 as an active member. A Pharmacist by profession with extensive practice experience in the field of Pharmacy and Pharmaceutical care. She has been the Maseno University Pharmacy lead in the Strategic Partnerships for Higher Education Innovation and Reform (SPHEIR) project (DFID-UK) and spearheaded the development of the Maseno University Bachelor of Pharmacy curriculum which has so far been approved by the Pharmacy and Poisons Board (PPB) and is currently being implemented. Dr. Mary Onyango holds a Bachelor of Pharmacy Degree and Master of Pharmacy Degree in Clinical Pharmacy with bias to Internal Medicine Pharmacotherapy and Infectious Disease both from the University of Nairobi. She has also taken the Bioethics training by KAVI, Operational Research methods and Epidemiology by KEMRI/CDC and the Strategic Leadership Development Programme at the Kenya School of Government among others. She has research interest in the field of pharmacokinetics, ethnopharmacotherapy and drug utilization. She won the Andrew McAfee Award of the International Society for Pharmacoepidemiology in 2013.
